include dependencies when installing with rake setup

"rake setup" installs gem dependencies for you, but makes you say yes to all further deps.
Could allow an include dependencies flag:
rake setup include-deps=true
I don't know how that will work for Windows.

IIRC, latest versions of rubygems now does include-deps by default.
