guidelines and helpers for creating layers

Layers can be a bit touchy when used in combination with code reloading features. Generally, they need to avoid directly re-opening modules, instead using auto_eval. Similarly, there may be helpers that are useful for Layers, including a create / eval hybrid, possibly a Layer class, etc. Finally, building Layers needs to be documented.
