How to handle default database dependencies

This ticket is a request to clarify the state of default databasing. By removing sqlite3-ruby as a dependency, jruby is not blocked out by default. However, it seems some database should be available by default, or the situation should be clear enough so that new users are not confused. Perhaps provide filebase by default?

One possibility would be to generate the default app with commented out includes for all the ORM layers currently in core.
Another, not incompatible, option is to do the same in configurations/development for the database attribute.
