Default testing support Layer

We need a default testing framework that can be included in the MVC Layer (and other app-level layers). I'd like to include a Bason-based approach, but we could also provide an RSpec-based one as well.

Design questions:
- What do we like about the existing solutions for Rails and Merb?
- What don't we like about the above?
- What sort of generators?
- What helpers will be needed? (Rack::MockRequest, e.g.)
