We need a really cool solution for CSS. Casuistry is the solution.

proposed features:
- live generation (contra Sass)
- ability to cache built-in to Casuistry?
- accept strings, Files, and code blocks as input
- combinable in some way, perhaps inheritance

Cassandra is in a usable state, so we just need to decide on how a CSS generator would be most useful in Waves.
Rendering the CSS on every request is fast enough for development and light-traffic deployment. Any reason why we can't cache the results using the same general caching strategy as for generated HTML?
